Search Console gives one average number per keyword over a 16-day window, blending mobile, desktop, different cities and even unrelated searches. That's fine for a general report, but it can't tell you "where do I rank today, in my city, on mobile?"

A keyword's rank can be completely different in two cities; that isn't a technical flaw, it's how Google search works.
For many phrases, especially ones with a local flavor, like "dental clinic" or "car dealership," Google personalizes results based on the user's location. There's also a technical detail worth stating plainly: Google's official advertising location database doesn't carry Iranian city names; that's why tools like Rank Tracker (and its local competitors) derive each city's rank from that city's geographic coordinates (latitude and longitude), not its name. The result is the same either way, that city's real rank, this is simply the transparent method behind it.
Checks cover Google's first 100 results (10 pages). If a keyword isn't in that range, it's shown as "100+," meaning the exact rank is unknown but falls beyond the first 10 pages. The free tool that needs no sign-up covers only the first 10 results. We state this openly because every check has a real cost from the data provider.
