The short answer

If the same sites link to two domains, those domains work in the same arena even if no report shows a shared keyword. This tool measures that overlap, and because link data is not tied to country, it works for .ir domains just as it does for any other.

This tool was built for the exact problem SEO competitors could not handle in the Iranian market. There the basis is ranking keywords and that data does not exist for Iran, so the output stays empty. Here the basis is links, and a link is the same link no matter what language a site writes in or which country reads it.
